Mission Run: Templates as Mission Configuration
Make each activated mission type own its template selection without software-dev defaults.
Spec Kitty maintainers need template resolution to follow the same doctrine-to-charter-to-core authority chain as other mission-type configuration. This mission fills the reserved template-set contract for issue 2658 while preserving current software-dev behavior and excluding the epic's later enumeration and tree-retirement slices.
