Mission Run: Terminus Integrity Follow-ups
Close the last Epic #5001 terminus gaps so the DEFAULT merge never silently ships removed work and a resumed merge never downgrades strategy or loses committed work.
Epic #5001 made the terminus reconciliation gate executable, but three gaps remain open: the default squash merge skips the content/closed-world checks, a resumed merge ignores the operator's persisted strategy and can lose pre-interrupt lane-tip commits, and the coordination write gate can misclassify a stale local-head branch and clobber committed matrix rows. This mission closes all three so operators get the same safety on the common default path that they get under an explicit clean-merge.
