Mission Run: Terminus / Merge-Coord Integrity
Make Epic #5001's invariant executable: a terminus command never exits 0 while destroying committed work or landing the wrong tree.
Merge/resume/abort/upgrade/issue-verdict/doctor commands can currently destroy committed work, fabricate success, and exit 0. This mission builds a fail-closed transaction spine (tree-vs-claim verification before teardown, compare-and-swap ref advances, projection-before-teardown, surface-authority write gate) so the merge/coordination surface is honest by construction across 12 in-scope defects of epic 5001.
