Close four merge-terminus reconciliation-gate defects so a squash or merge never silently destroys committed work, nor refuses a legitimate merge of a supported topology.
Operators rely on 'spec-kitty merge' to land completed missions safely. Four Epic #5001 follow-ups show the terminus reconciliation gate can still (1) let a canceled work package's file deletion ship silently under squash, (2) wrongly block a valid merge whose lane mixes an approved and a canceled work package, (3) false-refuse a completed squash on resume, and (4) false-refuse a clean single-lane squash on the coordination-bookkeeping projection proof. This mission makes the gate attribute at the right granularity so it neither destroys work nor blocks legitimate merges.
