Restore predictive value of the test suite: fix the 14 HIGH vacuous guards, move stubbed-gate harnesses to real git, retire top dev-assist scaffolding (#5353).
A green CI no longer proves consolidation, acceptance, drain and guard flows work. This mission fixes vacuous guards with planted-break proofs, replaces stubbed-gate harnesses with real-git fixtures, and retires redundant development-assist tests naming each covering guard.
