Mission Run: Org tier for the template resolution chain and FSM discovery

Add an org doctrine-pack tier to the template resolver and FSM mission discovery, after converging the two forked template resolvers.

Two defects compound: the two template resolvers (doctrine.resolver and specify_cli.runtime.resolver) have drifted (the production path is missing the mission-scoped override tier the doctrine-layer one has), and neither the template chain nor FSM discovery has a tier for an org pack's own mission content. This mission converges the resolvers, adds an ORG resolution tier to both the template chain and both FSM discovery walks, and de-silences swallowed load failures on the FSM path — sourced from resolve_org_roots(), per issue #3523.
