unify_charter_activation_promote_answers seeds an absent activated_<kind> key with every built-in artifact, which makes charter synthesize demand 38 companion tactics and skip the fresh-project seed. A successor migration promotes interview selections through the activation ledger and leaves an absent key absent when nothing would drop.
