Mission Run: Upgrade must not rewrite healthy Mission history
A routine spec-kitty upgrade leaves every Mission's authoritative status history untouched.
Running upgrade --yes on an up-to-date project rewrote the append-only status event log of nearly every Mission and re-materialized snapshots, because a Team Kitty readiness repair ran repo-wide with a row shape that differs from the live writer, re-sorted rows, and treated residue directories as Missions. This mission makes upgrade report-only for that repair and makes the repair itself a byte-identical no-op on healthy history.
