Three Spec Kitty 3.2.1 workflow surfaces drift from their canonical counterparts: next --json under-reports claimable WPs, lightweight review hides missing dead-code scans as green, and merge --dry-run skips the review-artifact consistency gate. Operators and agents lose trust in the readiness signals these surfaces emit. This mission restores parity so dry-runs, lightweight reviews, and next-step JSON match the real merge/implement/scan paths.
