Mission Run: Drain the snapshot-versus-files work-package disagreement
Backfill missing work-package status events so every Mission's snapshot matches its WP files (#5579)
The reduced status snapshot omits work packages with no lane events; 51 Missions disagree with their tasks/WP*.md files. Add a canonical repair seeding missing events (planned for live, planned+done for finished Missions) and exemptions for orphan snapshot WPs.
