Mission Run: Mission-Artifact Write-Path Integrity

Close the write-path boundary gaps behind #3371/#3372/#3373/#3128 so mission artifacts can't be silently emitted malformed.

Three P0-P2 defects share one disease: a write path emits a latent-malformed mission artifact that a later bulk consumer detonates on (coord add/add at lane allocation; duplicate-key YAML crashing upgrade; drifting duplicated topology primitives). This mission enforces partition-correct commits, fail-closed artifact boundaries, and a checkout-identity guard, converging with the #2160 coord-authority strangler and #3128 rather than duct-taping symptoms.
