Specification Quality Checklist: Fail-closed acceptance-matrix merge driver (#4880)

Purpose: Validate specification completeness and quality before proceeding to planning Created: 2026-09-22 Feature: Link to spec.md

Content Quality

  • ✅ No implementation details (languages, frameworks, APIs) — code paths appear only as scope boundaries (constraints), not as the requirement substance
  • ✅ Focused on user value and business needs (verdict-authority integrity)
  • ✅ Written for non-technical stakeholders (Intent Summary + user stories are plain-language)
  • ✅ All mandatory sections completed

Requirement Completeness

  • ✅ No [NEEDS CLARIFICATION] markers remain
  • ✅ Requirements are testable and unambiguous
  • ✅ Requirement types are separated (Functional / Non-Functional / Constraints)
  • ✅ IDs are unique across FR-###, NFR-###, and C-### entries
  • ✅ All requirement rows include a non-empty Status value
  • ✅ Non-functional requirements include measurable thresholds (0 marker strings; review-cycle tests unchanged; no new cross-layer edge)
  • ✅ Success criteria are measurable
  • ✅ Success criteria are technology-agnostic
  • ✅ All acceptance scenarios are defined
  • ✅ Edge cases are identified
  • ✅ Scope is clearly bounded (C-001/C-002)
  • ✅ Dependencies and assumptions identified (decision-reversal C-003; parent epic C-004; issue references)

Feature Readiness

  • ✅ All functional requirements have clear acceptance criteria
  • ✅ User scenarios cover primary flows
  • ✅ Feature meets measurable outcomes defined in Success Criteria
  • ✅ No implementation details leak into specification

Notes

  • Discovery was minimized per explicit operator delegation; the confirmed scope is grounded in the 3-lens investigation of #4880 (code grounding, arch alignment, related tickets) and recorded in the Intent Summary.
  • FR-006 / C-003 flag the load-bearing constraint: fail-closed reverses recorded decisions (ADR 2026-07-23-2, mission 01KZPG7V FR-004) that must be amended in the same change.
