Stop spec-kitty migrate and charter/doctrine fetch from silently deleting a team's customised templates or hand-authored org packs.
Three P0 defects (#4961, #4960, #4989) let routine maintenance commands destroy operator-authored governance content with no backup and a zero/success exit. This mission routes the last two unrouted destructive flows (the migrate --force asset classifier and the git-source charter/doctrine fetch) through Spec Kitty's existing asset-preservation guard so user content is preserved or backed up, never silently lost — completing epic #4915's mutating-flow coverage.
