Mission Run: Blocked-WP unblock path (alloc-failure recovery)

A tooling-caused allocation failure no longer traps a work package in an unrecoverable 'blocked' state, and transition refusals name the legal recovery.

When 'spec-kitty implement' hits a workspace-allocation failure (e.g. a dependency-lane merge conflict), the work package is currently demoted into a 'blocked' state it cannot legally leave, and the only documented escape requires fabricating a fake review rejection. This mission makes tooling-caused failures leave the work package recoverable and makes the CLI's transition refusals state the legal next step, so operators and agents are never forced to invent a false review finding to continue.
