Specification Quality Checklist: Charter Activation Catalog Coherence
Purpose: Validate specification completeness and quality before proceeding to planning Created: 2026-09-19 Feature: spec.md
Content Quality
- ✅ No implementation details (languages, frameworks, APIs) — behaviors named, mechanism deferred to plan
- ✅ Focused on user value and business needs (maintainer/agent operating charter tooling)
- ✅ Written for non-technical stakeholders (developer-tooling stakeholder = Spec Kitty maintainer)
- ✅ All mandatory sections completed
Requirement Completeness
- ✅ No [NEEDS CLARIFICATION] markers remain
- ✅ Requirements are testable and unambiguous
- ✅ Requirement types are separated (Functional / Non-Functional / Constraints)
- ✅ IDs are unique across FR-###, NFR-###, and C-### entries
- ✅ All requirement rows include a non-empty Status value
- ✅ Non-functional requirements include measurable thresholds (< 2 s; byte-identical; RED→GREEN)
- ✅ Success criteria are measurable (zero edits / zero cross-checkout writes / zero placeholders / zero-line diff)
- ✅ Success criteria are technology-agnostic (observable outcomes, not internals)
- ✅ All acceptance scenarios are defined
- ✅ Edge cases are identified
- ✅ Scope is clearly bounded (C-004 rejects minimal-writer; C-005 names out-of-scope tickets)
- ✅ Dependencies and assumptions identified
Feature Readiness
- ✅ All functional requirements have clear acceptance criteria
- ✅ User scenarios cover primary flows (4 stories mapped 1:1 to the 4 findings)
- ✅ Feature meets measurable outcomes defined in Success Criteria
- ✅ No implementation details leak into specification
Notes
the spec pins the observable outcome (no silent placeholders), not the mechanism.
- Items marked incomplete require spec updates before
/spec-kitty.plan - F4b internal mechanism deliberately left to a red-first repro at implement time (assumption recorded);
