Specification Quality Checklist: CI Pipeline Reinstatement

Purpose: Validate specification completeness and quality before proceeding to planning Created: 2026-09-07 Feature: spec.md

Content Quality

  • ✅ No implementation details (languages, frameworks, APIs)
  • ✅ Focused on user value and business needs
  • ✅ Written for non-technical stakeholders
  • ✅ All mandatory sections completed

Requirement Completeness

  • ✅ No [NEEDS CLARIFICATION] markers remain
  • ✅ Requirements are testable and unambiguous
  • ✅ Requirement types are separated (Functional / Non-Functional / Constraints)
  • ✅ IDs are unique across FR-###, NFR-###, and C-### entries
  • ✅ All requirement rows include a non-empty Status value
  • ✅ Non-functional requirements include measurable thresholds
  • ✅ Success criteria are measurable
  • ✅ Success criteria are technology-agnostic (no implementation details)
  • ✅ All acceptance scenarios are defined
  • ✅ Edge cases are identified
  • ✅ Scope is clearly bounded
  • ✅ Dependencies and assumptions identified

Feature Readiness

  • ✅ All functional requirements have clear acceptance criteria
  • ✅ User scenarios cover primary flows
  • ✅ Feature meets measurable outcomes defined in Success Criteria
  • ✅ No implementation details leak into specification

Notes

mission is the CI system itself, so CI-platform terms (workflow, job/shard, path-filter router, coverage/xunit artefact, code-quality scan) are the mission's domain language, not leaked product implementation. The spec deliberately states outcomes and invariants (wallclock budgets, false-green elimination, no dead-code tests) rather than prescribing specific YAML, action versions, or shard boundaries — those are /spec-kitty.plan concerns. Concrete tool names appear only where they name the surface under change (e.g. the enforced governance map file, the Blacksmith producer) so requirements stay verifiable.

69.2→≤7 min; ~29-min critical path → ≤15 min; skew ≤20%; diff-cover ≥90%).

  • Domain-vocabulary judgment (Content Quality / tech-agnostic items): the product of this
  • NFR thresholds are grounded in measured data from work/ci-reinstatement/ (integration-tests-next
  • All items pass; ready for /spec-kitty.plan.
