Mission Run: CI Pipeline Reinstatement
Give Spec Kitty's test suite a real public CI home again: a lean, fast set of GitHub Actions checks plus code-quality scanning that catch real regressions without taxing every change.
After the Convergence event stripped CI to a lint-only husk, the full test suite no longer runs on the public/contributor tree and coverage/quality scanning is gone. This mission rebuilds CI as a lean, modular, path-scoped set of artefact-sharing workflows (fast where it can be, thorough where it must be), restores SonarCloud/SonarQube scanning, adds a separate packs workflow, and deliberately excludes dead-code and low-ROI shape tests so the suite protects change instead of obstructing it.
