Mission Run: CI uv-sync resilience for test-shard jobs
Stop a transient uv sync download hiccup in a CI Router test shard from reddening the required router gate.
The tests (docs) module-test shard in CI Router intermittently fails at its dependency-install step because of an isolated transient network download failure, not a lock or code defect. Because the required router gate depends on that shard, one flaky install blocks merges on main and on docs-selecting PRs. This mission hardens the shared module-shard install so a single transient download failure no longer reds the gate.
