Single coordinator owns Teamspace-aware CLI readiness, dormant until hosted mode is on.
This mission introduces the central CLI startup readiness coordinator referenced by Priivacy-ai/spec-kitty#1093. It establishes the seam that downstream missions (auth, upgrade UX, tracker, docs) plug into. Until the SaaS gate flips at launch, the coordinator no-ops; existing upgrade-nag behavior is preserved by routing it through the coordinator.
