Mission Run: Doctrine-Charter Split: Single-Path Authority Foundation
Make the doctrine-pack & charter split usable by resting it on ONE charter read/path authority (charter.yaml) with correct kernel<-doctrine<-charter<-glossary/runtime<-specify_cli wiring; the wheel cutover is a sequenced follow-on.
Follow-up to #3146. The compiled charter.yaml is the deterministic, schema-guarded resolution authority and takes precedence; charter.md is demoted to a secondary rationale/prose read point. This mission retires the residual charter.md presence/config readers that survived #3146 (dashboard #3150, analysis_report, the charter/context OR-gate, and the retrospective-policy frontmatter resolver), unifies the meta.json fail-closed authority (#3140), deletes the one real upward layer edge, folds cheap surface-cleaners (#3149 CI path filter, #3107 inert parity gate, #3102 closeout), and lays the wheel packaging-closure groundwork (mint spec-kitty-kernel pyproject, fix the doctrine pyproject + closure test, charter-wheel assessment/ADR). The #3101 kernel->doctrine->charter wheel cutover is a deferred, explicit follow-on.
