Make 'activated doctrine that reaches nothing' a visible, guarded condition, and wire the residual orphans that have a genuine referent.
The Doctrine Reference Graph guards orphans by edge-incidence, but an activated directive can carry edges yet be reachable from no workflow action — so activating it changes nothing. This mission adds a reachability companion metric that names any such node, wires the residual orphans that have a genuine doctrinal referent, and honestly records the rest as activation-only, closing the long-standing #3009 and #1923 curation tickets.
