Spec Kitty's planning-pin classifier trusts whatever target-branch tip its callers hand it, but two different helpers capture that tip with divergent ambiguity/error handling — a latent drift the earlier classification-consolidation left open. This mission gives tip-capture a single canonical authority with a documented contract, and opportunistically clears two low-risk squad-flagged nits in the same tasks-to-lanes-to-finalize lifecycle.
