Mission Run: Merge-seam placement, test-isolation sweep & model-slot verdict
Pay down three tech-debt findings: one canonical merge-driver/blob-read home in the merge domain, tests that stop leaking global state, and a recorded keep-verdict for the agent-profile model slot.
Grounding on current main confirmed three open tech-debt issues (#5119, #5118, #5117) are still real and do not collide with the in-flight ratchet mission's files. The merge domain duplicates a git blob-read helper and reaches up into the CLI adapter for merge-driver logic; 41 test sites mutate global state by hand and SonarCloud no longer watches that rule; and the agent-profile model slot looks inert to detectors although consumers author it. This mission consolidates those surfaces behind non-vacuous guards so the debt cannot silently regrow.
