Specification Quality Checklist: Reject --mission on non-mission-scoped migrate commands
Purpose: Validate specification completeness and quality before proceeding to planning Created: 2026-10-17 Mission: spec.md
Content Quality
- ✅ No implementation details (languages, frameworks, APIs) — seam names are in Constraints/Deferred as grounding, not in FR/user-value rows
- ✅ Focused on user value and business needs (agent not silently misled)
- ✅ Written for non-technical stakeholders (scenarios lead)
- ✅ All mandatory sections completed
Requirement Completeness
- ✅ No [NEEDS CLARIFICATION] markers remain
- ✅ Requirements are testable and unambiguous
- ✅ Requirement types are separated (Functional / Non-Functional / Constraints)
- ✅ IDs unique across FR/NFR/C/SC and match the ID grammar
- ✅ All requirement rows include a non-empty Status value (Open)
- ✅ Non-functional requirements include measurable thresholds (exit code == 2, 0-byte help diff)
- ✅ Every FR row and success criterion carries a delivery label and no-op mark
- ✅ Success criteria are measurable
- ✅ Success criteria are technology-agnostic
- ✅ All acceptance scenarios are defined
- ✅ Edge cases are identified (bare flag, two click eras, pack/repo scope, --help)
- ✅ Scope is clearly bounded (Scope Boundary / Deferred section)
- ✅ Dependencies and assumptions identified (#3953/#4964 related-work)
Mission Readiness
- ✅ All functional requirements have clear acceptance criteria
- ✅ User scenarios cover primary flows (reject + preserve-normal + preserve-invariant)
- ✅ Mission meets measurable outcomes defined in Success Criteria
- ✅ No implementation details leak into specification requirements
