Mission Run: Reject --mission on non-mission-scoped migrate commands

Non-mission-scoped migrate commands reject --mission loudly instead of silently ignoring it.

Spec Kitty's skills tell agents to pass --mission to every command, but five migrate subcommands that mutate corpus/repo-wide content silently accept and ignore it (exit 0), so an agent gets an unscoped rewrite from a flag it was told to pass. This mission makes those commands reject --mission with a clear not-mission-scoped error.
