core/mission_creation.py is a 2,363-line, high-fix-churn hotspot whose tests string-patch its internals. Splitting it into pure decision cores (topology, protected mint, retention) and effect adapters (git, filesystem) makes later 4.0.0 fixes in this area cheap to make and to pin, with byte-identical behaviour proven by a golden matrix.
