Specification Quality Checklist: One org-pack chain authority

Purpose: Validate specification completeness and quality before proceeding to planning Created: 2026-10-10 Mission: spec.md

Content Quality

  • ✅ No implementation details (languages, frameworks, APIs) — module/function names appear only as traceability anchors in constraints/assumptions, not as the requirement substance
  • ✅ Focused on user value and business needs (multi-pack governance correctness, single authority, loud-vs-silent failure)
  • ✅ Written for non-technical stakeholders (user stories + success criteria are outcome-framed)
  • ✅ All mandatory sections completed

Requirement Completeness

  • ✅ No [NEEDS CLARIFICATION] markers remain (decision verify: clean)
  • ✅ Requirements are testable and unambiguous
  • ✅ Requirement types are separated (Functional / Non-Functional / Constraints)
  • ✅ IDs are unique across FR-001..011, NFR-001..004, C-001..004, SC-001..004 and match the grammar
  • ✅ All requirement rows include a non-empty Status value (Open)
  • ✅ Non-functional requirements include measurable thresholds (byte-identical contract, allowlist==0, complexity≤15, zero issues)
  • ✅ Every FR row and success criterion carries a delivery label and no-op mark
  • ✅ Success criteria are measurable
  • ✅ Success criteria are technology-agnostic (outcome-framed; surface names are illustrative anchors)
  • ✅ All acceptance scenarios are defined (3 user stories, Given/When/Then)
  • ✅ Edge cases are identified (no-packs, collisions, single-Path consumers, invalid/absent/project-override declarations)
  • ✅ Scope is clearly bounded (Out of Scope + Scope fence C-003)
  • ✅ Dependencies and assumptions identified (#6005 stack, loader divergences)

Mission Readiness

  • ✅ All functional requirements have clear acceptance criteria
  • ✅ User scenarios cover primary flows (P1 multi-pack citizenship, P1 single authority, P2 fail-closed)
  • ✅ Mission meets measurable outcomes defined in Success Criteria
  • ✅ No implementation details leak into specification substance

Notes

  • Validated in one pass; all items pass. Ready for /spec-kitty.plan.
  • FR-003 intentionally supersedes the #6005 TestListAllLayersBackCompat pack-2-hidden assertion; NFR-001 preserves the single-Path resolve_layer_roots["org"] assertion from the same test.
