Mission Run: One org-pack chain authority
Every charter surface reads the same ordered, existing org-pack chain through one authority.
When a project declares more than one organization charter pack, different charter surfaces disagree about which packs they read: some read only the first pack, so artifacts, templates and mission declarations defined in later packs are invisible or render the wrong body. This mission makes a single chain authority the only source of the ordered, existing pack chain, fixes the surfaces that still read pack one, retires a per-pack retry workaround, and makes a declared-but-missing pack fail loudly instead of silently vanishing.
