Specification Quality Checklist: Tree-wide org-pack chain authority
Purpose: Validate specification completeness and quality before proceeding to planning Created: 2026-10-10 Mission: spec.md
Content Quality
- ✅ No implementation details (languages, frameworks, APIs) — note: this is a code-consistency mission, so specific module paths are the subject (named as scope), not leaked implementation choices
- ✅ Focused on user value and business needs (single authority; integrity of chain-derived decisions)
- ✅ Written for maintainer/governance stakeholders
- ✅ All mandatory sections completed
Requirement Completeness
- ✅ No [NEEDS CLARIFICATION] markers remain
- ✅ Requirements are testable and unambiguous
- ✅ Requirement types are separated (Functional / Non-Functional / Constraints)
- ✅ IDs are unique across FR/NFR/C/SC and match the grammar
- ✅ All requirement rows include a non-empty Status value
- ✅ Non-functional requirements include measurable thresholds
- ✅ Every FR row and success criterion carries a delivery label and no-op mark
- ✅ Success criteria are measurable
- ✅ Success criteria are technology-agnostic (outcome-framed, modules named only as scope)
- ✅ All acceptance scenarios are defined
- ✅ Edge cases are identified
- ✅ Scope is clearly bounded (exemptions explicit: offering tier, name-paired enumeration, retired module)
- ✅ Dependencies and assumptions identified
Mission Readiness
- ✅ All functional requirements have clear acceptance criteria
- ✅ User scenarios cover primary flows
- ✅ Mission meets measurable outcomes defined in Success Criteria
- ✅ No implementation details leak into specification
Notes
- Posture classification (strict vs existing-filtered) per caller is deferred to the plan's brownfield scout (NFR-002) — this is a plan-time concern, not a spec gap.
