Mission Run: Teardown-Surface Hardening + Retrospective Durable Home

Mission retrospectives survive teardown by living in the tracked mission folder, not the throwaway coordination worktree.

When a coordination-topology mission is closed or merged, its retrospective is currently written into an ephemeral coordination worktree that is then deleted, so the record is silently lost. This mission gives retrospectives a durable home on the primary mission surface and guarantees they are persisted before any teardown, so post-mission learnings are never discarded.
