Ship an opt-in doctrine pack that lets projects activate Structured-Prompt-Driven Development and REASONS Canvas through charter selection without changing behavior for projects that don't select it.
Adapts Martin Fowler's SPDD/REASONS pattern to Spec Kitty's philosophy: code remains the source of truth for current behavior, while structured prompts and canvases capture change-intent and decision boundaries. Activation is fully charter-driven so inactive projects see no prompt, context, or review changes.
