Mission Run: Reject Cyclic Lane Graphs
Prevent task finalization from reporting success when lane collapse produces an unexecutable cyclic dependency graph.
Issue #3431 shows that individually valid work-package dependencies and ownership overlap can collapse into mutually dependent lanes. The mission will specify fail-loud behavior that preserves trustworthy finalization outcomes and prevents invalid lane manifests from being accepted.
